Center on Philanthropy and Civil Society Fellowship

The Center on Philanthropy and Civil Society's Emerging Leaders International Fellows Program provides leadership training through seminars with Third-Sector practitioners, research based on best practices, and the application of a comparative framework.  Fellowship awards are available for emerging leaders at community foundations, at place-based grantmaking organizations and institutions that support community philanthropy.

Those interested in strengthening community philanthropy and building capacity in local Third-Sector institutions are encouraged to apply. This year's Fellows will be selected from abroad and also from communities of color under-represented in the U.S. grantmaking sector.

Fellows are based at The Graduate Center of The City University of New York, where they design and pursue an individualized research project. In addition, they attend weekly seminars, explore work of key agencies and foundations, meet with nonprofit leaders and study U.S. and international community foundation models.

In addition to offering fellowship awards for the study of community foundations, the Center accepts proposals that explore other Third-Sector/civil society topics from applicants interested in participating on a tuition basis.

Eligibility and Selection

•    The program is open to practitioners and researchers in the US and overseas.

•    College or university degree and strong spoken and written English language skills are required.

•    TOEFL scores or the equivalent are requested from those whose education was in a language other than English.  Alternately, please provide a statement describing your facility with the English language within your professional sphere.

•    Applicants should have a minimum of 3-5 years of experience in the nonprofit/NGO/grantmaking field.

•    Award recipients must have a strong institutional base and be well-placed to implement research recommendations.

•    Preference is given to candidates who are 1) affiliated with a community foundation or initiatives to support community philanthropy development, and 2) who illustrate in their proposals a clear interest in furthering the work of community foundations or strengthening the local culture of philanthropy.

•    Candidates affiliated with other institutions in the philanthropy sector who submit proposals on current trends and practices in philanthropy (other than community foundations) may apply for consideration on a tuition basis or with financial support from individual or institutional sponsors.

•    A select number of full fellowship awards are available, which cover tuition, accommodations and other program-related costs.  These are earmarked for citizens of countries other than the United States or for Americans from communities under-represented in the grantmaking sector.

•    Participation on a tuition basis or with financial support from individual or institutional sponsors is open to all, regardless of country of origin or residence. Applicants must meet the eligibility requirements detailed above to be considered for participation on a tuition or sponsorship basis. •    The selection of program participants will be made by a committee of leaders from the Third Sector.

The Award

•    Full fellowship awards cover the costs of tuition, single-room dormitory accommodations with shared facilities at International House (adjacent to Columbia University) in Manhattan, economy air travel to and from New York City, and reimbursement for selected program-related costs.

•    Tuition-based or institutionally-supported appointments may also be made, pending approval by the selection committee.

US Fellowship on mental health reporting (Carter Center)

Journalists from across the world can apply for the Rosalynn Carter Fellowship for Mental Health in Journalism, which provides stipends to journalists to report on topics related to mental health or mental illnesses. Deadline for applications for the 2010 to 2011 fellowship: April 19.

Journalists must have at least three years experience in any news medium. Topics are flexible; past fellows have studied topics including demographic analysis of mental health maladies and services affiliated with the treatment of mental health conditions.

Fellows are provided flexibility in scheduling their project work throughout the year. They make two expense-paid visits to The Carter Center in Atlanta, Georgia, in the U.S.

The Fellowship Year

Every year, six U.S. fellows are awarded stipends of $10,000 each. International fellows are awarded a comparable stipend. Stipends cover expenses during the fellowship project, including travel, materials, and other incidental expenses. Each fellow is matched with aJournalism Fellowship Advisory Board

 member who will serve as a mentor, provide technical assistance and information about complex mental health issues, and share professional contacts within their field of expertise. All fellows are required to contact their mentor three times within the first three months of the fellowship year. In addition, fellows interact with each other, with former First Lady Rosalynn Carter, and with members of the Carter Center Mental Health Task Force. The fellowship encourages total journalistic independence and freedom and only requires that the fellows report accurately.

Fellows enjoy a great deal of flexibility in scheduling their project work throughout the year. They make two expense-paid visits to The Carter Center in Atlanta, Ga. The first trip occurs in September, at the beginning of the fellowship year, when fellows meet with their advisers, task force members, and other fellows to discuss their project plans. The second visit comes in September, at the end of the fellowship year, when fellows present their completed projects and discuss challenges and successes in mental health reporting. Each visit lasts three days. Projects do not require fellows to leave their jobs.

Fellows are encouraged to select topics that are unique and creative. Projects may educate the public, raise awareness, and inform other journalists in the field. The Carter Center provides resources through its network of scientific, health care, education, consumer, family, provider, and government organizations agencies.

The roles impulsivity and mental illness play in contributing to suicides in the United States

The gaps in access to health care among young adults ages 18-21 who have mental illnesses

The difficulties and special skills needed to deliver mental health services to a multiethnic population

Fellowships are tailored to suit the needs, interests, and experiences of each fellow. They also generate knowledge and information to benefit the mental health field and the public. When appropriate, the program requests that fellows conduct one training session related to mental health and journalism for their peers during the fellowship year. Training can be in a variety of formats, including brown bag lunches, seminars, or panels.

2010-11. Entering its eight year, the Asia Pacific Leadership Program (APLP) is the center of excellence for leadership education in the Asia Pacific region. The APLP is a graduate certificate program combining the development of regional expertise with the enhancement of individual leadership capacity. Based at the East-West Center in Honolulu, Hawaii, the program has created a network of dynamic leaders in 48 countries who are helping to build a peaceful, prosperous and just Asia Pacific community. All participants receive an APLP Entrance Fellowship valued at approximately $15,000.

Participants

The Asia Pacific Leadership Program seeks outstanding individuals with proven leadership experience or high leadership potential from across the Asia Pacific region, North America and beyond. All participants have at least a Bachelors degree with the majority having graduate degrees as well. At least 20 countries are represented in each cohort. APLP Fellows come together from all walks of life, including areas as diverse as government, business, NGOs, health sciences, media, monastic orders, and education.

APLP participants will gain broad regional perspectives, become knowledgeable about the critical challenges facing the Asia Pacific region, and be trained to exercise leadership and promote cooperation. The APLP empowers leaders with the knowledge, skills, experiences, and supportive community needed to successfully navigate personal and regional change in the 21st century.

ASIA PACIFIC LEADERSHIP PROGRAM OVERVIEW

The Asia Pacific Leadership Program (APLP) is the center of excellence for leadership education in Asia Pacific and a signature program of the East-West Center. The program links advanced and interdisciplinary analysis of emergent regional issues with experiential leadership learning.

The APLP empowers future leaders with the knowledge, skills, experiences and supportive community needed to successfully navigate personal and regional change in the 21st century.

Graduates leave the East-West Center with an expanded regional perspective. They are knowledgeable about the societies and issues of the Asia Pacific region and trained to exercise leadership and promote cooperation in a variety of cultural, geographical and institutional environments.

The APLP is a nine-month program (mid-August to mid-May) with a minimum five-month residency requirement. During the first five months all participants are based at the East-West Center in Honolulu and live together on campus. The purpose of the APLP is to create a network of action, focused on building a peaceful, prosperous and just Asia Pacific community.

ELIGIBILITY CRITERIA

 Bachelor's Degree - applicants must have a 4-year bachelor's degree or its equivalent from an accredited U.S. College or University or from a recognized institution of higher learning abroad. Equivalency is determined by the University of Hawai'i. Generally, an equivalent could be a 3-year bachelor's degree plus a 1-year master's degree, or a 2-year bachelor's degree plus a 2-year master's degree.

 TOEFL: This is a requirement for all international students (unless automatically exempt). Your TOEFL test result can be no more than two years old. The International English language Testing System (IELTS) may be substituted for TOEFL. See FAQs for further details. We recommend you take the TOEFL test as soon as possible.

FUNDING 2010-2011 (SUBJECT TO ADJUSTMENT)

Upon entry, all participants are awarded an Asia Pacific Leadership Fellowship. The Fellowship is used to cover the majority of program fees, provision of learning materials, electronic and print materials, transportation to most off-site locations, other travel and excursions, specialized workshops, and health insurance. The estimated value of these items is approximately $15,000.

Spring Semester Options

Spring semester costs vary depending on which option the participant selects. These include: extended field study in Southeast Asia (GIST), applied leadership projects, elective classes at the University of Hawai'i, or new or continuing employment. Residency in Honolulu is not required. These options are self-funded.

 Group Independent Study Travel (GIST): If a participant opts to take GIST, extended Field Study in Southeast Asia, the participant is responsible for all costs involved.

 Applied Leadership Project: If a participant opts to take part in an applied leadership project, the participant is responsible for all costs involved.

 UHM Classes: If a participant opts to take classes at the University of Hawai‘i, the participant is responsible for all costs involved (tuition and fees will be approximately US $3,500 for 9 credits.  Certain classes, including business and law, are more expensive).

 New/Continuing Employment:  If a participant opts to take an internship, new or continuing position in Asia Pacific (paid/unpaid), the continental United States, or Hawai'i, the participant is responsible for all costs involved.

C) Supplemental Scholarships (subject to adjustment)

All APLP participants are encouraged to find their own funding. In the past, APLP fellows have been partially or fully funded by employers, government agencies, NGOs, fellowships, scholarships, and other external sources, including sponsors and family support. In many cases, participants have been self-funded. The section "Verification of Funds for Expenses beyond the APLP Entrance Fellowship" appears at the end of APLP 2010 Application Information and Instructions.

In addition to the APLP Entry Fellowship granted to all participants, a sizeable number of East-West Center funding opportunities are available. These supplemental scholarships are competitive and unless stated otherwise, cover costs in the fall semester only. Scholarships take the form of endowed fellowships, annual gifts and occasional awards, and are subject to availability and change. APLP supplemental scholarships derive from a variety of public and private granting agencies, institutions, governments and individuals, including East-West Center alumni. The APLP is extremely grateful for this support.

The Netherlands Fellowship Programmes

The Netherlands Fellowship Programmes (NFP) are demand-driven fellowship programmes designed to promote capacity building within organizations in 61 developing countries by providing training and education to their mid-career staff members.

Half of the available fellowships should be awarded to female candidates and the other half should be spent on candidates from sub-Saharan Africa. Apart from this, priority is given to candidates from priority groups and/or from marginalized regions to be defined by the embassies.

The NFP is funded by the Netherlands Ministry of Foreign Affairs under the development cooperation budget.

 

Employer support

The need for education and training must be linked to the institutional development of the organization the applicants are working for. This means that applicants must be nominated by their employers. In fact, applications without the support of an employer will not be considered.

NFP sub-programmes

• Fellowships for master’s degree programmes
• Fellowships for short courses
• Fellowships for PhD studies
• Refresher courses

NFP master’s, NFP short courses and NFP PhD studies award fellowships to individuals. NFP also finances refresher courses for NFP alumni who would like to prolong the effect of earlier learning and update their knowledge and skills.

 

The fellowship

An NFP fellowship is intended to supplement the salary that the fellowship holder should continue to receive (at least partially) during the study period. The allowance is considered to be a contribution towards the cost of living for one person, whether in the Netherlands or in another country. The fellowship can also cover the costs of tuition fees, visas, travel costs, insurance and thesis research.

 

How to apply?

If you want to apply for PhD studies, master’s degree programmes or short courses you must first gain academic admission to the course of your choice before applying for a fellowship through the Netherlands embassy or consulate in your country. Also, you can only apply for an NFP fellowship if the course is on the NFP course list for that particular year.

In all cases, you are advised to contact the Netherlands Embassy, Consulate or local Nuffic Neso office well in advance for specific instructions, and to inquire about specific local procedures and deadlines, requirements and selection criteria. These may differ from the general information provided on Nuffic’s website or in the brochures.

CSIR International Fellowships for Developing Countries

In order to strengthen CSIR’s international collaboration with developing countries and to promote “South-South” cooperation in a big way, the Council of Scientific & Industrial Research (CSIR), New Delhi has instituted the prestigious CSIR International Fellowships for Developing Countries.

Under this scheme it is proposed to attract highly talented researchers and students from developing countries, who have limited avenues at home, and provide them an opportunity to be associated with advanced research and state-of-the- art infrastructural facilities in the cutting edge areas of science and technology at some of the premier laboratories of CSIR in India. Essentially, the fellowship is focused at augmenting and shoring the research capabilities of the developing countries.  Hence, while awarding the fellowships, the individual training needs as well as the technological demands of the parent organization of the trainee and the focus of his country’s scientific and technological endeavours and capacity building would be accorded equal priority.

Number of fellowships

50 fellowships have been instituted to begin with.

Duration of fellowship

The minimum period of fellowship will be 3 months extendable up to one year (Short Term). Long Term Fellowships (10 nos) leading to a Ph.D degree could be considered subsequently after reviewing the progress and response to the scheme.

Who can apply?

Applicants for these fellowships must meet the following criteria:

- be a citizen of a developing country (other than India)

- be preferably below 45 years

- hold a minimum qualification equivalent to Indian M.Sc / B.Tech / B.E

- be employed / enrolled in a regular position in a recognized university / scientific   research institution in his / her home country

- have good knowledge of spoken / written English language (to be certified by the concerned Indian Mission / Head of the Department of the university or institution).

- The application should be forwarded by the Employer/Head of the Institution preferably through the Indian Embassy in the respective country with a statement that the candidate would be considered on duty as a full time employee of the Institution during his/her fellowship programme

Application Procedure

The applicant shall submit a brief proposal of the research work he / she wishes to undertake in the CSIR laboratory to the International S&T Affairs Division (ISTAD) at the CSIR, New Delhi. The application form can be downloaded from (http://www.csirwebistad.org/PROFORMA IFDC.doc )

Selection Process

The selection of successful candidates is based purely on merit and competition. The Selection Committee will scrutinize all nominations received twice a year in February and August. The decision by ISTAD / CSIR with regard to selection of the candidates for award of these fellowships will be final. The results will be notified at the CSIR website in May and November

 

 

Tenable at

The fellowships are tenable at any laboratory / institute that is a constituent of the CSIR, New Delhi. It would be a necessary precondition that the lab / institute proposed for research placement should accept the candidate before the fellowship is offered or before the fellow arrives in India.

Stipend during fellowship

Under the scheme, the fellows will be paid a subsistence allowance of Rs 20, 000/- per month.

Accommodation

CSIR will provide free Guest House accommodation to the fellows in the concerned CSIR labs.

Travel costs

To and fro international travel of the fellows will be met by a sponsor other than CSIR or the fellow himself / herself.

Health insurance and fitness certificate

All successful fellows will need to have a suitable medical insurance to meet any untoward major treatment during their stay in India.

Further, all fellows will have to submit a certificate of physical fitness and HIV test report.

Governmental clearances

Requisite clearances from the Ministry of External Affairs (MEA) and Ministry of Home Affairs (MHA) of the Government of India in respect of the fellows are mandatory. CSIR will apply for these clearances to the appropriate authorities in India after the nominations of the fellows have been received.
